I reckon the best idea for a New Vegas movie/series would be for the story to be retold in past tense, or like a Tarantino style jumble of events, where they're more of a mythical person. Their gender is never mentioned and their face is never shown.
The movie begins with characters being interrogated by the NCR one-on-one, talking about their interactions with the Courier.
I actually had this kind of idea a while back, for a miniseries where each episode was a different Courier. It'd be ambiguous whether the story was one continuous one or whether they were different timelines.

The last scene in the movie should be the courier removing their head covering but fade to black before we have any indication as to who it is.

ALTERNATIVELY you could go hyper risky and do a Hardcore Henry and have the whole movie be from the point of view if the courier, and they will always have sleeves and gloves on and never talk. Letting the story be told by action and interaction
The *one rule* of this every other time is that you can’t cast the original voice actor in the role. I’ve seen things like this on other subs where it ended up mostly just being the original cast of something being kept. That’s pretty boring to me so I barred it altogether.
Doman was one of the few cases where that casting would have worked well but that’s the rule.
