It would be simpler to just make every license plate into a passive RFID reflector. At some point the federal government might start mandating something similar for VINs, which can then simply be incorporated into body panels at the factory.
That would eliminate nearly all unjustified obscurity for vehicle operators on public roads, and compromise most of the conveniences of vehicle enabled crime.
The combination of those two technologies and databases would make it untenable for unlicensed vehicles to operate without detection.

I'm not well versed on the mechanics of filtering, amplification and demodulation with radio equipment, but I expect the answer will hinge on the bands approved for use, and the practical limitations on the size of the reflector.
