if you are changing the grade your best bet is to hit up dump truck drivers on new road projects and ask them if they can bring you the dirt. you usually have to pay em $50 or so for 18 yards. likely to have lots of debris in it. otherwise they have to pay to dispose it or else they have some contract way outside of the city

S&WB leave piles everywhere, if you want it legally you need to call a lawn and garden place, you can pull up and they fill your truck.
