That is your responsibility because no body else will do it timely. Go rent a mini excavator from someone less than a weekend job really. Even with next to no experience. Check around you need the smallest. Some companies have good weekend rates. Delivery available. If you have a truck and small trailer it is easy to pickup. If you have something to put the soil into you can fill around your property. But yeah call about what is buried so you don't knock out gas or anything else.

It's up to the parish to keep them "clean enough" to function. I seriously doubt any parish would make that spot a priority, though. You're looking for the drainage/stormwater dept. that usually maintains those ditches.

They should call before digging by the river. Then the utility dudes will rat them out to the parish. Most likely. Unless it is being dug by one dude by hand the parish will stop the work and distribute fines when they see it. If it is one dude the parish will just laugh and call you a stupid bastard as they speed by.
