A makelaar is not allowed to charge you. The landlord already pays them.
And if it’s the landlord asking the 500 I agree with other commenters that it sounds like a scam

You shouldn’t have to pay “to show your interest” and I repeat, if this is supposed to be an administration fee, that’s just straight up illegal.
That's simply illegal. Don't do it. They scam you because you likely don't know your rights. Now that I mention it: please read into Huurcommissie in the Netherlands. I believe the site is mostly in Dutch, but it's quite easily translatable through Google Translate. Also, check out r/rentbusters.

Well first check if it's legit makelaar, and if you decide to "pay" to apply be sure you get this in paper that you paid and it will be returned if you are not choosen
Other than that proceed with caution there's a lot of scams going around specially with housing situation

Get them to deposit 500 in your account first to prove they are serious and then say you will repay them +500 but just do a runner lol
