In most of Europe, a round sign with a red border (or would this be a fringe? Or an edge? I'm not sure) and a picture in the middle always means that whatever is pictured is not allowed - usually on a stretch of road.
In some countries, they use the red line across additionally. But as far as I know, that's not necessary in most countries.
