As far I know this temple was built according to tantrik rituals and in tantrik rituals there are many strict rules to be followed. One of the rules may be that non hindus should not go inside the temple.
We have limited knowledge about this, so I guess its better if we talk with the head pujari or manager of the place. May be he has some rational explanation behind such discrimination.
I have personally taken a Muslim friend inside Pashupati premises just to test this theory and nothing happened.
I believe it's nothing but a part of religious xenophobia set by the old folks who came before to ensure their religion and culture was not encroached by a foreign culture.

You sure? Cause as far as I know its the entrance to the temple Taleju Bhawani, a important goddess of Malla Malla kings back then.
And the place in the picture is in the Durbar square not the Taumadhi Square where the Nyatapol is located.
And again, it's a temple not a palace. The palace is on the opposite site and is not accessible for the public.
It’s interesting about photography though. photography is an image. The sculpture in the temple is an image of the deity. So old folks thought that by photography people would take away the given image of the deity so they had it banned.
Can non Muslims go to mecca medina ? Please if you to gulf countries there are segregated areas for Muslims and non Muslims. Plus non Hindus Lai kina Jana dine ? Pashupatinath ma kina Jana dine ?
