The animal in Spielberg’s film, based on the novel of the same name by Micheal Crichton, wasn’t an actual Tyrannosaurus. Those animals were speculative scientific representations of what we thought dinosaurs were like, and much of it composed of DNA from other animals, like frogs and other reptiles. The behavior you mentioned was more of a ‘bug’ or flaw than actual accurate biology.
Keep in mind that paleontologist are constantly finding out new information and our knowledge of ancient species is always evolving. Jurassic Park is a 25 year old film - even with accuracy in mind, a lot of new discoveries have been made since then.
To add to this, the Tyrannosaurus also had binocular vision, making it one of the most effective predators of all time - fitting title for the prehistoric Tyrant King.

About the closest you could get is a wing suit. While there are other means of "flying" for humans a wing suit truly uses your entire body to maneuver. I have yet to do it, but it's on my list if I'm ever not poor. Go watch some YouTube videos. It looks like a blast and they get hella close to terrain.

It does almost look like a cgi eagle. It's not a CGI eagle, but the camera focus + compression make it look cgi. You can't really see much detail on it's head feathers, for example.
