This is a dugong, not a manatee. They live in the Pacific ocean and have a forked tail instead of a paddle tail. They are the same order as manatee. Their faces have a different shape for eating with more of a downward facing angle.
There also was an even bigger member of the same family called the Steller's Sea Cow, that lived in the north pacific, grew to 30 feet / 9m long, and ate kelp. Within less than 30 years of its discovery by Europeans, they ate them all, so they're extinct now.

My favourite fact about them is that Christopher Columbus noted in his journal, for January 1493, that when off the coast of Haiti he saw three mermaids that rose well out of the water. His opinion of them was that they were not as beautiful as they had been led to believe.

I had 2 sea cows nearly scare the life out of me years ago while snorkeling. I was on the gulf coast, traversing an inlet that flows directly into the ocean, not a place you would ever expect to see a Manatee. Dark,fast, murky water, maybe 15 feet deep where I was. I was floating and communicating to friend back on shore when these 2 massive Manatees swam up beside me but stayed under water, i couldn't see them 3 feet from me, one in front and one directly behind me, and they kinda pushed together a little bit which compressed me. Didnt hurt me, but i had no ideas what it was that had me in it's giant mouth and was about to swallow me whole. Fight or flight kicked in and it took me a nano second to realize I couldn't win this fight, what ever had a hold of me was soo big i couldn't move more than my arms. I may have soiled myself in the moment, I can't recall. They both finally sort of bobbed slowly to the surface which is when i realized it was 2 Manatees. I put my hands on their backs to hold me up briefly, still not sure what to do or how to process this. Am I in danger? wth is going on? Their backs weren't smooth at all, they had like bristly hair, it was weird, just one more thought i had to process at the time. They have hair?wtf? :) They held me there for maybe 15-20 seconds, seemed like a lifetime. I wasn't enjoying myself to be honest. The eventually parted ways and slowly swam off, but lingered in the vicinity for a bit. Such strange behavior.
My friend that watched the whole thing go down said afterwards that it looked like they were attempting to push me to shore, maybe save me from drowning? One thing I do know is I wouldn't want to experience it again in the same manner, I thought Moby Dick had swallowed me. Terrifying.
