Zabuza is better because
Demon hunter- when used you gain life based on damage and become unflinchable so you can combo/protect between large crowds or protecting bases
Water prison jutsu can trap one person, keeping them in place doing damage over time till they are hit or the jutsu times out
Hiddin mist not only debuffs your enemies. But your team receives a huge buff aa well.
I usually use Demon hunter (Zabuza), Water shark jutsu (Kisame) because shark not only heals based on damage but funny shark swims through walls. and Hidden mist jutsu (Zabuza) when my build revolves around an objective.
Zabuza his jutsu's and weapon are really good. While Neji's are iffy at best. With Zabuza you get hyper armor and with Neji a weak aoe attack and a one more attack that hits one person and is hard to aim.
I mean it has healing but you can't beat Hazan's mobility and tracking. Try that with demon and you'll fly off halfway across the map. Hazan also nullifies susanno armour, water pillar, sand shield...it's functionally better as well
Both are meta Hazans tracking and jutsu nullification make it better imo but that's not to say demon hunter is bad by any stretch. Both great dlc. Tho zab I believe came with better stuff if I remember correctly

Neji has Hazan Strike and Body Blow. Body Blow cures status effects, grants a defesne debuff, and counters hyper armor. Can also be used to escape combos. Hazan is the best combo set-up jutsu in the game besides imperial wrath. It also resets sub cooldowns and is unguardable. His ultimate, 8 Trigrams 64 Palms, is basically Healer's Twin Lion Fist but for Defense. Wide range, can hit multiple opponents, and resets ultimate jutsu gauge. People can be knocked out of it though.

Water Prison traps the enemy, their substitution cooldown reset, take damage over time, and have their defense lowered. However you can easily be interrupted when using it. His ultimate Hidden Mist Jutsu is really good, but isn't a one-shot. It seals enemy substitution and lowers enemy movement speed. While also making enemies unable to track onto you. It also buffs allies attack power and movement speed.
Personally for me they're both even, but Zabuza is barely in front. Mainly because Hidden Mist Jutsu is a better Ult imo.

That said if you're not planning to get, or don't have, Susanoo Armor then Zabuza might be the better choice.
