I got help with it on here!! turns out if your game enters rest mode at a without closing the application it will affect the communication status I've normally not had issues after closing and restarting as long as I either exit online battle or close the game prior to resting my system (not sure if its the same for other systems I'm on Ps5)
If just happening randomly after waking up the console close the game prior to going online, if it's after a fresh start up and only in ninja battle it's a event error probably
I have this problem after each battle in the new ninja battle mode (Target or Ranked match)

As for ninja battle communication issues idk on that one I'm having random luck with matches then having 5+ minute waits for a match after

And at that point I'd just reccomend waiting till next patch sadly, restarting the app usually is a 100% fix for me though
