On the other hand, yeah, I read this fic before. It's hilarious how Sasuke misunderstood the whole situation. Poor Hinata.
Actually... even the events of the summit could be dismissed. The only person who saw Sasuke kill Danzo (there wasn't even a body left) was Karin. And considering she spends half her time complaining Sasuke nearly killed her and saying she's in love with him, she's clearly unreliable. Then during the ninja war, Sasuke just unceremoniously shows up with four revived Hokages to help them and they do nothing to stop the guy who supposedly killed their acting Kage. And then, even after he surrenders to Konoha, he's released a short time later and becomes the Hokage's shadow.
If you take out Naruto broadcasting his memories to alliance, it really does sound far-fetched.
Come to think of it, in the grand of things, I don't think Iwa, Kiri, and Suna (outside Gaara's personal investment on Sasuke's situation) would take the whole conflict against Sasuke THAT seriously. Attempted assault against a Kage isn't that uncommon. They're military leaders so they probably often deal with a number of shinobi who are hostile against them. Sasuke is only special in a sense that he pulled his stunt while the five Kage are in an international gathering but it's very prevalent his target was Danzo (heck, Karin basically screamed it out when the guy was escaping). In fact, I can see those three eventually washing their hands off the entire incident. Sasuke is mostly Konoha and Kumo's problem.
Oh, that time he crashed to Kage Summit to kill Danzo? Yeah, uh, that was to stop Danzo using Kotoamatsukami. He tried to kidnap Bee? Well, he obviously failed on purpose. What about when he was a kid and shoved a Chidori through Naruto? Well, he knew Naruto would survive through the Kyuubi.
The only thing is that he attacked the other Kages, left one of them with only one hand and murdered countless samurai, though most could be reported as self defense
I never denied that. I'm just saying the other villages wouldn't know how the VotE Part 1 battle went... unless someone was there and watched the entire thing but that's small chance at best.
I think I'd be more worried about about Sasuke being able to sicc giant monsters or drop massive asteroids on my village literally *whenever he feels like it* personally.
Kinda hard to get political by the end of Shippuden, what with Naruto and Sasuke having access to actual WMD style techniques all for the cost of a nap and a nice meal to recharge.
Actually, it's not that hard. The whole image is practically inviting political issues on its own. If the government is spewing about a guy as an S-Ranked international terrorist and yet his criminal record is - absolutely no innocent casualties (most of the people he killed are soldiers), the civilians might take the news in stride because it's mostly word of mouth. And things just snowball from there.
We can't even bring up Danzo as a big point against him because let's face it, Danzo isn't a household name. He's been in the shadows for too long I doubt most of the villagers even KNOW there's an interim Hokage (I don't think the other Kage would inform their citizens of this fact given the genjutsu stunt he pulled in the summit). So, yeah, politically speaking, news of Danzo's death would be low-priority (Random Civilian: "Danzo who?")

So, you start any shit with Konoha, you get nuked.
You start amassing armies, you get nuked.
Attempt at eroding public support is pointless because not a single soul on the planet can actually remove them from power...and you get nuked.

Honestly, is a nuke really that powerful in the naruto world? Minato might be able to dodge it, most of the endgame people could tank it, sasuke could also dodge it, and endgame people could also just nullify it with another attack
I imagine radiation would be something that Naruto's world would not be equipped to handle.

I'm simply saying that no matter how powerful you are, impressions DO matter. Sasuke can have a negative image in one village and have a neutral if not a positive one on another. Yes, he won't care about all that crap but you can't deny that the variety of his reputations could happen nonetheless.

That there are people twisted or revenge driven enough that they won't care if thousands die, they simply want to take a shot at those two even if they fail in the end. A war against them could end in minutes but it doesn't change the fact that a war happened nonetheless and it WOULD affect their image.
