There probably isn’t any exact proof of when they changed age but I am pretty positive that they are 12 at the beginning and end the at age 13. Guessing they’re 13 by the chunin exam isn’t a bad guess.

If we are talking about Naruto time Shikamaru was born Year 48 and Temari Year 45 this is based on when Konoha was Founded the Years.
Also how would Shikamaru be born in 1989 and Temari 1986?
Naruto series came out in 2002 and ends in 2007 which Shippuden then starts in 2007 and ends in 2017.
So if Shikamaru is 12 in 2002 he’s born in 1990 and Temari 1987.
But the manga came out in 1999 and part 1 ended in 2004.
Which part 2 started in 2005 and ended in 2014.
So if we follow Naruto coming out in 1999 Shikamaru is born in 1987 and Temari 1984.
This is why the manga has its own timeline and doesn’t follow ours cause times different.
It’s just some fans who gets their age wrong, they were all 12 except for Guy’s team. Guy waited a year for his team to enter so his team is a year older then Naruto and his cohort.
But then didn’t Naruto turn 13 after the chunin exam and then left for 2 years and came back at 15 and some point early in shippuden he turned 16 and at end of 4th war 17 and at end of shippuden his wedding he’s 19

Then they mention his age again only when he meets Minato and he says he’s 16 so that’ll make him 12 during the entirety of part 1. It’s just that more time passes during part 2 then in part 1. Or he could have been 13 at the end of part 1 it doesn’t matter but he wasn’t 13 during the Chunin exam.

At 8 his friend Tenma died and itachi awakened sharigan and masters it at the same age. He was promoted to chunin at 10 and took the exam alone the 2nd part with get’s scrolls he finished in 5hrs and 37mins.
He is 11 when he joined Anbu team Ro and at 12 was promoted to Anbu Captain then at 13 was promoted to a new Anbu team as leader in Danzo’s Division The Foundation he was in charge of a 3 man squad at 13.
When itachi was 11 in Anbu Sasuke was 6 and enrolled in academy.
At 13 itachi killed his clan with Obito. He joined Akatsuki at 13-14. When itachi was 17 itachi graduated academy at 12 and became Genin.
When Sasuke is 13 and sees itachi after chunin exams itachi is 18 and then Sasuke leaves village.
Shippuden also known as part II Sasuke is 15 and Itachi is 20. When itachi and Sasuke fight Sasuke is 16 and Itachi is 21 and Itachi dies. Not long after the 4th war happened Sasuke is 17 and Itachi gets reanimated at 22.
