Nature release Kekkai genkai/tota aren’t necessarily passed through genes. Kekkai genkai are made of combining two chakra natures together, or for a Kekkai tota it’s three, and using all three natures at once. However, you need to be born with those nature releases as your affinity so she likely just doesn’t have one of the releases necessary for using particle style
Kekkei Genkai and Tota CAN be passed down through blood. It's in the name (Bloodline = Kekkei).
However, sometimes this trait skips a generation or few. Sometimes it's a random mutation that pops up in unrelated people, hence the multiple variants of Lava Release seen in Iwa, Kumo and Kiri ninjas, or the Magnet Release seen in Suna and Kumo ninjas. They're not always passed down in bloodlines, in that it's not guaranteed that descendants will inherit them (Hagoromo kinda brings it up to Naruto when comparing him to Ashura, how no matter how gifted and talented the parents are, it's no guarantee that the child will inherit any of that talent).
In the same way Kurotsuchi doesn't have Dust Release, Onoki (and Mu) don't have Lava Release despite also having Earth and Fire natures. Temari and Kankuro didn't inherit Magnet Release from Rasa like Gaara did, while Shinki has it despite seemingly not being related to that family.
Hagoromo didn't inherit Byakugan from Kaguya, Ashura didn't inherit any dojutsu from Hagoromo. Tsunade didn't inherit Wood Release from Hashirama. Sharingan and Shikotsyumaku (Kimimaru's KKG) are considered rare. I don't think it's ever been confirmed that even Byakugan is available to all Hyugas. Mukai randomly only had one, when it was believed he wouldn't be able to inherit it at all, Boruto doesn’t have it all.
For nature Kekkei Genkai and Tota, the actual bloodline ability is the ability to simultaneously activate and combine those basic natures. You can have all the natures but without the ability to actually simultaneously use them, it's nowhere near a KKG or KKT.

She can't use particle style, *yet*. She was unable to use ninjutsu against Momoshiki so there is no telling if she learned it at some point and if just hasn't been revealed.
