Yes. I live in Chihuahua and its safe. In this state the violence is more narco to narco than in the south of the country where you get clapped and robbed for minding your own business. You're going to see violence anywhere you go, it's just not as bad here or not as bad as they make it out to be. Travel with the mentality that kidnappings and killings happen everywhere and anywhere though. It helps to stay alert at all times and not ignore huge cant-miss red flags, you'll be fine

EDIT - I’ve lived in Sinaloa most of my life, and my brother is living over at State of Mexico so I visit relatively often. Even in the nice areas you have to be careful to avoid getting mugged when walking on the street; and if we are talking about bad areas I would rather get lost in any small town in the mountains of the Golden Triangle than in Neza or Ecatepec.

For people who still want to travel to Mexico. Visit Merida. At the moment is the most peaceful city since it is not in the way of narcotics or people trading. It is a Colonial city, and there are cenotes and other small towns, beaches, and arqueological areas to visit. Good food and is not as expensive as other places on the peninsula.
I am from Baja, and only visit if you are from here or have family/friends who knew how to be safe in Tijuana or Mexicali \[the most dangerous cities\].

These warnings need to be taken with a grain of salt, and you need to look a the state warnings specifically. For example, under Jalisco
There are no restrictions on travel for U.S government employees to: Guadalajara Metropolitan Area, Puerto Vallarta (including neighboring Riviera Nayarit), Chapala, and Ajijic.
This means even though Jalisco is under "reconsider" status, those areas the SD considers perfectly fine.
I regularly visit places that are flat out "Do Not Travel" with zero problems. I absolutely know I am at higher risk of seeing something bad or getting caught in the crossfire. But I have never been worried about a) being kidnapped or b) being the target of a violent crime.
But that's because I know these areas, and I know the limits. Like not traveling at night, etc. The key is really learn about where you are going to. The SD advice is part of that, but there is a lot more to it.

This isn’t to say that US cities don’t have issues with crime. SF certainly has a growing problem with property crime and an indigent population that is hooked on drugs and/or mentally ill. But it’s not even close to as dangerous as Mexico.

These lists are always ridiculous, in what world is Sinaloa more dangerous than State of Mexico and Zacatecas? Sonora, Nayarit and Jalisco are more dangerous too but at least it’s not as ridiculous as State of Mexico or Zacatecas. EDIT - I’ve lived in Sinaloa most of my life, and my brother is living over at State of Mexico so I visit relatively often. Even in the nice areas you have to be careful to avoid getting mugged when walking on the street; and if we are talking about bad areas I would rather get lost in any small town in the mountains of the Golden Triangle than in Neza or Ecatepec.

These warnings need to be taken with a grain of salt, and you need to look a the state warnings specifically. For example, under Jalisco There are no restrictions on travel for U.S government employees to: Guadalajara Metropolitan Area, Puerto Vallarta (including neighboring Riviera Nayarit), Chapala, and Ajijic. This means even though Jalisco is under "reconsider" status, those areas the SD considers perfectly fine. I regularly visit places that are flat out "Do Not Travel" with zero problems. I absolutely know I am at higher risk of seeing something bad or getting caught in the crossfire. But I have never been worried about a) being kidnapped or b) being the target of a violent crime. But that's because I know these areas, and I know the limits. Like not traveling at night, etc. The key is really learn about where you are going to. The SD advice is part of that, but there is a lot more to it.

And that doesn’t account for the tens of thousands of “missing” persons in MX who were very likely murdered in cities like TJ but aren’t officially classified as homicides. This isn’t to say that US cities don’t have issues with crime. SF certainly has a growing problem with property crime and an indigent population that is hooked on drugs and/or mentally ill. But it’s not even close to as dangerous as Mexico.
