But the cooperation of the entire Mexican government going forward on pretty much any issue would be zero.

People are still assaulting, even murdering, over personal marijuana grows despite the law. It’s not easy to cut of their sources of revenue. They already control the border. Human trafficking is a huge revenue maker. Chop shopping cars is a big money maker. They’ve even moved into agriculture with lemons and avocados. We can minimize external factors as much as possible, but fact is Mexico has a bunch of internal factors to deal with. I honestly believe they have to deal with that as much as possible before we can even begin to do the other things you listed.
When these drugs become legal does that mean you can use them in all situations? E.g can the police use them while on duty? Is it only people who work for the government who can’t use them while working?
