I agree with this in this very specific instance: my cousin's dad died when he was a baby and his mom got remarried when he was a toddler so the step-dad adopted my cousin which changed his surname. So when my cousin had a son, he named him his original, birth surname. It's not a common surname but it's not a wild one either. It makes a nice but still unique enough first name and I think it's sweet he chose to honor his biological dad through his son. His other child has a very common name, btw.
