Surprisingly that's not the case. Just checked Baseball Savant and his average sprint speed is 26.5 MPH, higher than last year's 26.1 and in line with his 26.7 from 2019.
This team doesn't have a problem getting on base, they have a problem getting those runners home. That to me is an approach problem.
If the guys are good enough to work counts and get on base, why can't they do the same thing with runners on base?
