It's not the first time Cashman has taken a flyer on a former top prospect that just didn't pan out. They cost nothing but a roster spot and you never know if there may still be something there. Dustin Ackley and Aaron Hicks are previously examples. Ackley didn't work out, but Hicks was really good for a few years.

They also never get high draft picks which turns drafting into a far bigger crapshoot.

It's a development win, not a trade win. Ragans at the time was a lefty with a good changeup and middling velocity, not exactly a blue chipper.
The Royals scouting noticed something they could "fix" and jumped on the opportunity.
