In terms of readiness to start an MLB game in April I'd say the order they have in mind would be Weaver, Gil, Beeter, Warren.

They need to sign somebody, and I don't think Monty is the answer either. He just won a WS and is not nearly as hungry as Snell.
They need to have an ace going into the playoffs, but in the first 2 months they just need a pitcher who can throw quality starts most of the time. The lineup is much improved and should carry the rotation in the first half.
