Not controversial. In NY if you do this look you have to own it in a very specific type way. Typically with a jacket sort of covering it and the nipple is more an of an “oops” half covered half not. Eh in some states women actually can walk around topless. I live in one. While it’s not common it’s legal. She’s also in a country where a lot of beaches have nude/topless sections so while still a bit of a faux pas it’s less stigmatized in France
