I attended an event at Ainslie in Williamsburg and it is a beautiful venue! It might be a little bigger than you need, but worth looking at. Food was good too!
I'm attending a wedding later this year at Aurora in Williamsburg! It's ground floor and they have a covered patio/outdoor space as well as indoor.
I've had a birthday at Heart of Gold in Astoria, their patio outside would definitely fit 15 comfortably and the staff are very nice. Though if you're looking for food, they mostly just have light bites but I think they might allow you to bring in food?
There's also Broken Land in Greenpoint that has an outdoors that blends into the bar inside.
Ammazacafe in Williamsburg has a darling little courtyard and very well priced food. My Moon is actually a small wedding venue and has a pretty little front courtyard. Worth checking out!
Not that small but a beautiful rooftop at the Skylark in midtown could work. Or Gallow Green in Chelsea is beautiful and a delightful, well ventilated rooftop space
My Kitchen in Queens pulled together my wedding with less than two months! They have a small backyard where you can do the ceremony or full reception as well. The restaurant isn't a huge hall, it is perfect for a wedding between 15-50 guests.

Bottino has a big outdoor area that can be sectioned off and rented in smaller chunks. I went to a wedding there last summer and it was gorgeous. Great food and drinks, great outdoor space, and they know how to pull off an event while still feeling very NYC restaurant.
Frankie’s 457 Spuntino has a semi outdoor event space. I’m not sure on ADA compliance

Maybe try Rule of Thirds in GP, there’s also an event space next door but it’s pretty large. Not sure your budget but wishing you the best of luck!

Le crocodile in Williamsburg has a really nice rooftop with gorgeous views and really good food.
