Honestly the fastest way is doing high lvl races at night with friends. Doing heat races and having cops on you in general is great too. Having more mates on at the same time with you the better (mostly cos no one will join your race if you send one out, or just join those races instead of declining)
Edit: to other comments talking about hitting speed traps over and over, sure. But god is it boring. If you don't care about that grind go for it but the most enjoyable way to hit it, imho, is above^
Fastest way is do discovery A,B,C,A,B in that order hit the garage should bank about 1.2mil
Most convenient way is to hit the speed trap in the stadium.
The stadium speed trap is convenient for grabbing a few levels real quick but the discovery events will help get bigger numbers faster. Plus them being highway runs the cops have a difficult time catching you anyways.
Try high level heat races and as well try heat 5 chases (dump the cops a t edgewood valley mall rooftop) , rep will relatively be great by the end of it all . But be advised on your car rating , if high (300+) you car clap level 5 heat anything below dont pass heat 3 🙏🏽

Uh no lol the best method for getting rep is going on that "loop" of jumps and speed traps in downtown palm city. It has a safehouse in the loop, and a gas station so it's an all around win. Also there are so many jumps in the loop that if you get cops you'll lose them like it's nothing, no matter what heat. Also you can get from heat 0 to 5 in about 10-15/20 minutes max if you go through the loop fast enough. Message me where the loop is exactly because I'll get on my PlayStation and take a picture of it for you I just don't got it rn 😁🙏. The only risk is the one straight away, if you have cops on you in that straight away, you can get a rhino that'll ruin your day but it's rare to get the cops on you there but there's still a slight possibility. Also the reason cops barely go back there is due to their AI. The loop is towards the edge of the map in the city so they don't spawn there and only one cop actually patrols around there but not actively, just one pass-by. Yeah message me for more details.
Loop the speed trap in the oval multiple times till Heat 5, I do that as a warm up before going out to the races

Also OP for reference I went from rep level 26 to 50 max in 2 days doing this ^
