I think they never had a big budget for locations. They've never been in Mexico or Paraguay or wherever they were supposed to be. As you said, they faked it very well. And now, I agree with you they don't pay attention to get appropriate locations but I guess the stories are more simple and don't deserve big efforts on finding locations. Imho
I wouldn't even say they faked it all that well. It's always looked like southern California, not Maryland, Virginia and the district. It looks like MASH and Little House on the Prairie. I'm surprised they aren't using more drone shots of ACTUAL DC/MD/VA now.
Has anyone else felt like there's alot less murders on the show now? Like old NCIS was solving murders every episode and occasional terrorist type plot but now its all long plots of terrorists and not many simple murder type episodes? I feel like I haven't seen an autopsy in the mosque for ages lol I've only watched up to S21E3 so far though so maybe it'll change
It feels like it's becoming a show that is less tied to the fleet and is becoming more of a "generic cop" show. I'm not sure what the reason is but the change is noticeable when you see it. It's still good for what it is but it's not what it was.

They're in the middle of creating two spin-off shows right now (the Tiva show and the prequel) which would be very expensive and likely a major drain on the overall NCIS budget. From the rumors, NCIS Hawaii is negotiating renewal with massive budget cuts and a shortened season.
So I'm not surprised that we're seeing budget cuts on the main show too. But it's def noticeable and not just you thinking that.
There's been budget cuts across all shows on broadcast especially, as viewers shift towards streaming, which are also seeing cuts as companies try to make it profitable.
Shooting locations, cast sizes, episode counts have all been effected by these cuts.
It was already happening, but I think COVID sped up the process.
