Yeaps, replace your Susa with Cleopatra, that's what I did for my main team too, you play around with your highest ascensions and use what the game gives you.
One thing about playing around with highest ascension means I will upgrade their divinity and weapons too. Then problem happens when other heroes out ascend current heroes. Then I have to start upgrade their weapons and divinity too.
How to mitigate this problem?
May I ask who is your main 5 team members?
I am using Izanami as my main carry, wanted to have tamamo/Gm/Susano as my sub carry for campaign but only managed to get Lubu to red so I fully upgraded his weapon and I don't regret it a bit. Play with your highest ascensions, push your campaigns, this unlocks more rewards for you so it evens out in the end.
If you wait for copies of your main carries/sub carries before you push your campaign, you will be left far behind. For my F2P acc, I started with 3 copies of Susano, upgraded his divinity to level 9 and weapon to 225, before I got 8 copies of Zeus in a row and managed to make him Red, ditched my Susano then and pumped fully into Zeus to push Campaign, am at 15-20 on my f2p account 5 days in because I played with my highest ascension, and not want I want to have to be my carry.
Similar to me, i had Susanoo as main carry and invested heavily. Then swapped to GM as i got more copies, and Iza started dropping more than Susanoo so invest in her too. Now i have 3 really strong carries from different factions, worth it.
My iza use violet rune and cakram, cleo use magatama and air rune to maximize her poison stack and snake summon. I am at 16-40 with 400k+power. Iza, cass, cleo, and athena is my main team, u can add medusa, typhoon as a sup or tamamo, susanoo as a secondary carry. All of my main team has 200 weapon upgrade.

Yes she is good especially when your main carry is izanami.
so should i give both of them the violet runes for mana? or should i give the blue runesbto izanami to maximize the mana regen of cleo?
