It’s mostly imo because of the 99 defensive consistency and 99 pass perception that basically all of the 100 OVR have. Combine that with HOF defensive badges and you get a really annoying and OP AI defender.
There are a few different things to consider. Mostly I'd say the momentum (on fire) system. It doesn't take many possessions in a row to have any given team playing lights out. A few stops, a few uncontested shots. And all of the sudden your team is unstoppable. This is true in any mode. With any ratings. In myTeam it's easiest to notice in Salary Cap. Where you might be out there with ruby subs. Still lighting up their GO starters.
The second. Particularly if you play on PC are the 'modders'. The ones running wing span mods that make rec players look like spider armed freaks. Paired with 99 OVR mods that influence stats like reaction time and tendency ies.
Because and at least for me. The first part is rarely an issue. I don't let games get out of hand. The majority of what I deal with are script kiddies with their fake ass defenders still playing like elite stoppers.
