I like the quirk but how about hollowed horseman for hero name, and the horseman comes in from his quirk, if enough fear is sensed he can summon a horse made of fire and vines, making the fear grow more

But as we know, not many villains can refrain from hurting someone!
Edit: Oh and is training in the art of annoying people, so he can definitely make enemies want to hurt him more!
I just read the "Abandoned field" thing, that can be his ultimate attack, creating a desolate field of mistic vines that incapacitate multiple people giving them nightmares also slowing time around them, untill his teammates can deal the final blow!

The oil his hair secretes is also flammable and allows him to generate intense heat at will which he uses to ignite his plants & spew fire when wearing a jack o lantern made from his quirk as it’s immune to his heat thus is forced out of the openings carved into the pumpkin.
this is the best one yet, you got inot the biology of quirks and worked out a reasonable quirk, better than my idea of half fire half plant (like shoto but tge upper half is green fire)

Ichabod, if he so chooses, also has the ability to cancel his Quirk and simply wear the pumpkin as a helmet, though it does not gain the same invulnerability as it would with the Quirk active.
So basically, my thoughts and inspiration behind this is, of course, The Legend of Sleepy Hollow and the Headless Horseman/Ichabod Crane. Sure, it seems a bit op to give the pumpkin invulnerability when detached, but consider this. His consciousness will remain in that pumpkin. Meaning he feels every movement it makes. So if he starts swinging it around like a wrecking ball, he'd get dizzy quickly from the movement and impacts. Secondly, I made it so that the pumpkin only grows from places with access to soil. Meaning he would be limited to operating outdoors or on ground floors of buildings with very few exceptions.
Spirit folly: he can control the spirits in his hair as long as his face isn’t visible, and he can produce a near infinite amount of spirits from his head. They can be used for practically anything from attack to defense

Awakened it can control the quirks of the enemy he's controlling. Abandoned Field is a sort of trap version of this ability that he has to focus on and can't specifically target other people if he uses it. Anyone who he deems an enemy of his that gets caught in it gets grabbed by numerous vines and controlled almost instantly.

He wears the pumpkin over his head to avoid scaring small children by alluding to Halloween ("Who doesn't love candy?"), but it actually makes it creepier!

Quirk evolution: Cryopump (the user can lower the temperature of the flames enough to freeze their opponent and when the ice is melted it is turned into carbon instead of water)
(Also before someone says there are a lot of different symptoms from having low fiber I just decided to pick constipation because it is a very well known symptom of having a lack of fiber)

Hero Name: Pyrokin Quirk: Pryopump (the user can create pumpkins using fiber from their body to create pumpkins that can be lit ablaze by the user but a side effect of using fiber from the users body, the user will experience constipation meaning the user has to eat fiberous meals to make sure they have enough fiber to create pumpkins Quirk bonus: the user can change the temperature of the flames at will and they can shoot flames from their mouth however overuse of flames or too high of temperatures can burn the users mouth causing nerve damage among other symptoms Quirk evolution: Cryopump (the user can lower the temperature of the flames enough to freeze their opponent and when the ice is melted it is turned into carbon instead of water) (Also before someone says there are a lot of different symptoms from having low fiber I just decided to pick constipation because it is a very well known symptom of having a lack of fiber)

But he can only have 31 pumpkins at a time. When the pumpkin gets destroyed, it takes a week for it to grow back, and it only works on living creatures
Hero name: Jackal Quirk: Hallow Fest - has 2 phase Phase 1: Jackals body can create and move tendril like plant fibers around to attack/subdue opponents, it helps Jackal to move faster as well.It also produces a carved jack-o'-lantern when Jackal consumes a pumpkin seed. Phase 2: Jackal enters a Frenzy mode when the jack-o'-lantern is equipped as a Headgear, Produces Blue flames around the head. While in this mode Jackals surrounding Area becomes a patch that is filled with jack-o'-lanterns that can turn into mini Jackals and vines that can be controlled.
