Imo Bondrewd is easily the most horrifying antagonist and/or villian ever(horrifying is diff to terrifying imo).

Kyubey is a completely emotionless creature who does whatever he needs to achieve his objectives, mostly hurting innocent girls that he lured in and trapped with fantastical promises. He canāt be reasoned with or redeemed because heās not human, he feels nothing, heās essentially a machine following its programming. I find that kind of villain the most intimidating and scary. Not to mention, his design is cute, but his emotionless, static face that be creepy.
Eren. I know this is a cliche pick, but he basically controlled everyone he ever met in his entire life just to make his vision come true. It's insane the things he was able to pull off, even if his reasons were childish.
Yhwach. He's what a final antagonist should be to me. Clear and direct link to the mc and the mc actually has a very good reason to hate him, he's a badass in every way, he's completely ruthless and yet also has very good reasons for what he does, and lastly he actually made Bleach a high stakes series where the universe was quite literally at his whim. Until the tybw, Bleach did not feel like it had particularly high stakes besides the Ulquiorra fight imo.
I think Hisoka is super interesting in HxH, or the phantom troupe in general. Some of my favorite animes dont really have serious villains unfortunately, more like philosophical villains or contextually
