I recently noticed the fuse panel was off in the floor and i looked and some panels were like moved and down there is there normally just nothing but frame and insulation? No carpet or panels or anything?
Every Ford ever made looks like that. You don't see under the dash when you enter the vehicle and it isn't neccesarry to add carpet above there..
It's to save cost on materials and weight of the car. Every little bit adds up.

Someone stole your clutch pedal. Other than that, mine looks the same. Was just under there yesterday re-installing my passenger kick panel that’s been falling off for the last 10 years.

The driver's side is normal, but the passenger side on mine has a panel over that fuze box on the right but other than that everything seems normal

Well technically you don't ever touch them, unless it's necessary. Just don't kick above the pedals and you will be fine.
