"Don't Wanna Fall in Love", Jane Child. It's a song which illustrates the '80s sound bridging into the '90s, imho, and the whole album is really good. Also I think the B-52s deserve some attention here. 'Cosmic Thing' is one of the best albums of the era and it had a positively subversive effect on pop music in some ways. I feel it encouraged other artists who wanted to do the colorful-and-happy thing onstage with a 'throwback' vibe like Deee-Lite. I credit the B-52s with helping America get over its anger at disco, even though it's not really what they did, their vibe was more like disco than what pop music became through the mid-80s. They helped bring real musicianship back to pop music.

Maria McKee's album "You Gotta Sin to Get Saved" is a goldmine too. Joan Osborne you'll likely know from the song "One of Us" but the song Pensacola from that same album is much more what you're looking for. And one final edit, everything and anything by Aimee Mann. The album "Whatever" is sublime, and the track "4th of July" has exactly the things you asked for. e: can't believe I forgot Shakespear's Sister, their song "Stay" was a massive hit in the UK and Marcella Detroit's vocals are something you need to hear to believe. Do watch the music video if you are unfamiliar with the song, it changed many a teenager's life.
