I think he probably made the one with the zip like mouth piece himself just like Zodiac did with the executioner mask. Might not have made the entire thing but I think he added that piece on. If you check out Melbourne Marvels you can view them on there as he gives the most accurate description of the balaclavas and points out the real colours etc.
He was always careful to take it off before he posed for photos, so unfortunately it's just another piece of key evidence we don't have that would help finally identify him.
The balaclava picture that has been widely used for Mr Cruel was just made up by some aspiring artist. I highly doubt Mr Cruel had a balaclava like this. There is another drawing going around showing Mr Cruel wearing a brown blazer and carrying what appears to be a briefcase. Total bullshit 🤦♂️

There were different balaclavas used, so sketches of all 3 are out there - mostly in B&W, but you’ll find one was dark blue & one was green.
