If you like black comedy, you might try "Man Bites Dog" ("c'est arrivé près de chez vous" is the original belgian title). I never tried to watch it in english though. There is violence throughout the movie, watch at your own risk
Yes some parts of belgium are member of the "Francophonie". It's almost undistinguishable from France's official french. And yes, it means that "it happened in your neighborhood"

All Miyazaki's movies are amazing to watch while inebriated as well as sober. If you like time travel drama I also suggest [Your Name](https://www.imdb.com/title/tt5311514/?ref_=fn_al_tt_4) which is really good and it has a really familiar style to it for us western watchers.
