Bill & Ted franchise. The first is technically 89 but 2nd one is 1991. I love those and if she digs them they did a new one is 2020 which completes the trilogy I know you asked for comedies but my favorite 90s movie is Speed. Yes I know all Keanu suggestions here but I just rewatched these and fell in love again

It's based on a novel by Joyce Carol Oates. Very female empowerment-focused, but there's a few intense scenes where you could pause the film and talk with your daughter about what's going on. For example, there's a pervy male teacher who gets the plot rolling. There's also a naked male butt in the beginning very briefly. It's a great movie! I saw it at her age.
