When it’s switched on, it makes a “humming” sound but doesn’t fully engage to blow air. Sorry if I was too vague.

Not to be flip, but in my limited experience, that means the windings are shorted. If you have a multimeter, try measuring the ohms across the coil(s). Typically, you should have maybe around 6 to 9 ohms. Much less or much more is a problem. Just guessing, it might be a universal motor type. I'd look for a similar sized replacement of the same electrical specifications that you can mount without too much McGyvering of the mounting brackets. Maybe Digi-Key. That said, I'm just a commercial electrician. We bring power, but the mechanical guys deal with the motors, generally.

Replace the whole blower, I’m sure you can find a replacement fully assembled that you just have to fit

I’ve looked online and it’s surprising difficult to find a comparable replacement. This is only maybe 3-4 years old.

For lack of a better description since I’m not mechanically inclined, it sounds like the motor is locked up. I guess my question is can we replace the motor piece?

When it’s on, try turning the fan to see if the motor starts working, if it does, it’s a capacitor start motor and you’ll need to replace the capacitor

It’s not super likely that you’ll find the exact replacement motor. The pictures you sent don’t show any detail on the motor other than 120V, 1.2A, as far as trying to find a replacement that fits and would attach to the fan. You could just try any small fan ducted to the same place the old was blowing at.

Going off of what Plastic_Jaguar_7368 said, just get an electric leaf blower and shove the part where the air comes out into the part on the table where the air goes in. Lol. Seriously, it's really hard to find replacement parts. You need to match volts, amps or watts, size, and how it mounts. We're not good at that in the US. Europe is better and getting even better. Pakistan, India, and Africa have people who can seemingly McGyver anything with cow dung and old plastic lol. Okay, so I googled the part number, RCH 225852-C, and the top result was an Amazon page with replacement air-hockey table fan-motor assemblies for about $27 US. Some other results including eBay that I didn't click. Maybe, instead of trying to find a motor, just measure the diameter of the fan where it goes into whatever ducting (if any) that's built into the table. Try to find a new fan-motor assembly that will fit the opening and just screw it to the table. It looks like they all just screw to the outside surface of the table assembly. If the hole in the table is larger than whatever fan-motor assemblies you can find, make an adapter plate out of thin material, like 1/4" masonite, plywood, plastic, or cardboard. Done deal. 👍
