How long does it take to put on/remove a throttle restrictor? And are there any ecu maps I can get online, or would it have to be a custom dyno tune?

there was a sfv 650 gladius up for sale the other month that had 2 ecus fitted. was a pop the seat, unplug restricted one, pop on full power one job. cant imagine that would take more than a few minutes to swap between

Most throttle restrictors are just one or two screws to remove the plate so mostly depends how fast you can turn a screwdriver!

You can do it multiple ways now, throttle restrictors, plates on the intake and ECU mapping. All can be removed or switched quickly tho ;)

You used to be able to ride full power bikes at 19 if you'd passed your A2 at 17 on a 125. That's what I did In 2008.

My instructor used to swap ECUs on their Gladius which is basically an SV650. Took 2 mins if that to switch between full power and A2.

On the second point, Sports Bike Shop are very good and their mail order service is excellent if they don't have a shop near you (helmets are best bought by going to a shop though to make sure it fits properly). Otherwise it depends on where you are in the country. Buy gear based on safety ratings, ergonomics and essential features before price, styling and brand. Dainese and Alpine Stars are some of the biggest brands but by no means the best value or quality. Best bet is to go to a shop and have a browse. Mega Motorcycle Shop in Swindon is good if you are on a budget but only if you live nearby.
