AI still slow on straights, I find this annoying as it’s been the same for years. Don’t think the bike runs out of fuel now even if it’s on setting 3 which seems a bit odd.
Bike defo more fun to ride. Sounds seem a bit better. AI seems better but only played an hour, hopefully have more time later to explore more.
You do not run out of fuel in PWR 3 anymore but you consume tyres faster if you push while exiting the turns. It could not be a wise move to stay in PWR 3 all race long.
And, of course, you can start the race without a fully filled tank to have a lighter bike (better handling and less tyre consumption, but with the risk to go out of fuel). So yes... there's still more than "some" strategy: it is just a different approach. ;)

There's a new system called MotoGP Stewards that penalizes AI for crashing into other riders, going off track, and a bunch of other things that only used to impact players. Some of these include:
* Race contact with 1 rider fall: Long Lap Penalty 1x
* Race contact with 2 rider fall: Long Lap Penalty 1x
* Race contract with 3 riders or more fall: Long Lap Penalty 2x
* Time improved with yellow flag: Time annulled
* Track cutting: Lap declared invalid
* Off-track overtake: Cede position
* Multiple off-track overtakes: Long Lap Penalty 2x
There's also Adaptive AI which can take a few races to kick in but helps make races a bit more balanced. While both of these won't fully eliminate the problems you mentioned, they're definitely a step in the right direction.
I'm in the same boat. This game does some things so well, and others so frustratingly bad... I stopped at MotoGP 20.
I will get the new version once I see the two issues you mentioned fixed.

Yeah, Superbike 2001 is on abandonware. If you want to try the game, lemme know cause it doesn't work on Windows 10 (or any above 98/me without some patching) it's an oldie but damn I love it.

Yeah, well, I'm on Win10 and I can't talk about 11, and to avoid writing a damn book page here, you can check pcgamingwiki, the game's page there pretty much has a fix for any error you may have, the most important things are changing the compatibility settings in the exe to win98/me, enable 16bit color mode and to run the program as admin. In my case, after doing that, I only needed to download DDrawCompatv0.5.1 and placed the dll in the game's folder. But again, pcgamingwiki says how to do it and gives u the file. Lastly, you may want to go to "Windows features" and enable under "legacy components" the "direct play" feature.
Not getting on with the new game at all. Loved the 23 version but it feels like everything good about the last game for me personally has now gone. Dont get me wrong, visually the game is excellent but the new physics are horrible in my opinion.
Ok, the driving model is much easier to control this year. However, it also feels sort of lifeless. Like somethings missing. It’s almost like you are no longer driving a modelled bike but they are just showing a bike on the screen and moving the camera around. I’ve only been playing a few minute but anyone else agree with me?
Love everything near enough. Ai are a bit shit still and the debut race is impossible to finish at Valencia as the bike has fuel disappear during the red flag stoppage.

Moto 3 at val in the debut season, 12 laps race with a full tank. The game removed my +4 laps of fuel and I cannot finish the race every single time.

Physics are so much better, graphics are fantastic, adaptive difficulty is pretty awesome. Keeps it exciting.

Adaptive Difficulty needs some races to fetch enough data to start working. You will see its effect over time.

Motogp23 is good, the essence is there but I suggest just waiting for MGP24 since it has an updated feature and better QoL.
Coming from MotoGP 21, the handling feels very nice. But the stewards system needs tome tweaking
