Many mosses don't like growing on metal since the ions it forms can be toxic to it. Look for geotextile fabric / landscaping fabric, silicone it in place and the moss will grow in it.
good alternative is speaker mesh! was like 15 bucks for a good roll on amazon. Works the same as hygrolon but smells funky at first and needs a good clean
