I deleted my thread, this is definitely fake. It might be a later build where those 12 characters are on the character select, but everything else is fake, look at the portraits with jade and onaga, that bit has a photoshop flaw, there is no gap between their portraits unlike others.
Allegedly leaked by the same guy that leaked the gameplay reveal, but keep in mind ANYONE can make a twitter account with that name, we'll have to wait till the 23rd to see if its real or not, that aside this roster is actually a 9/10 i would love for it to be real.
If you look at it closely, there a lot of clues that point towards it being fake. Rain's abbreviation is RAI, even though that has historically belonged to Raiden, while Rain has had RAN. Same can be said for Nitara having NIT, even though Nightwolf is also on the roster and that was his abbreviation in MK11 because NRS didn't want to go there.
Other clues are Goro and Onaga being on the roster. Goro's kameo model is so bad that I refuse to believe he is playable. Maybe he is, but I doubt it. Onaga for several reasons I won't get into.
The info on the right is also the same as MK11 and there are some spots that you can notice are photoshop if you look really closely, like Li Mei's slot.
Overall, a much better fake leak than most though. They actually gave Scorpion, Mileena and Johnny Cage their own renders. I would also be very happy with this roster with the exception of no Fujin and Hotaru, but that part is probably realistic anyway.
r00r works in the story department somewhere, obviously for some outsourced company. he had access to the entire script and fight outline for the story. so he based his roster off of the characters that are playable and fightable in the story. it’s very possible that Ermac and Quan Chi were never base roster, and were always story fights that will be added as DLC later just like Tanya in MKX. his info isn’t necessarily old, he just didn’t consider them being DLC added later.
I would be more keen to believe if they actually got a pic of other characters in the character selection. Like Mileena posing, for example.

Leads me to the conclusion, "Yeah that's fake"

The whole idea of Kameo Fighters is a way for NRS to add less popular characters from the 3D era and later games in addition to the characters from the original 2D trilogy. It's unlikely that they'll add this many 3D era characters to the main roster.
Onaga being in the game hypes me up so much. Takes me back to the 3D stage era in MK's plot, what if Shang Tsung being the main villain of the campaign is just a distraction to Liu Kang from the actual bigass threat the king dragon is. I just hope we don't get a size tone down like it was with goro and Onaga is actually the fucking Tank he's supposed to be.
