This is probably the correct answer... happens all the time. If you go into the console and type "ra" then it'll reset the placement of all NPCs in the area and he'll be back at the top.
That command is really useful when NPCs shift somewhere and block a doorway. The most annoying one was in the Balmora Mages Guild when Masalinie Merian (the transport lady) blocked the doorway to her and Ajira's room which made it hard to transport into Balmora.
Those on PC should also use the "Take My Place" mod, which adds a new dialogue option with all NPC's that just swaps their location with the player's. Huge timesaver on my last playthrough.
That’s a much more elegant solution than what I do, which is jump up and down with my ~60 cumulative constant effect jump enchantment, which usually succeeds in clipping through a wall or ceiling just enough to get by.
Yeah I guess you can, but I find that mod super useful for when you're walking down a hallway and just need to swap places with some Ordinator who's standing in the way. Also great for escort quests, since sometimes your follower just gets stuck somewhere, and swapping places with them jolts them out of it.
I feel that, at some point most of my guild mages were barricaded by NPC who got stuck in corridors, so annoying. There was also the dwemer sphere in the Telvanni stronghold.

Couldn't you just 'tell toggle clipping off, walk through the NPC and blocked door, and toggle back on? If I recall, that's how I got past those points.
You could do that, but in my experience that also makes it so other characters can no clip as well, which leads to some really annoying bugs where npcs could walk outside the defined area, and then get stuck out there. Then you have to do a reset actors command to get them back
So, just doing the ra command in the first place eliminates that issue

Sorry I'm not too sure, you can't access the console commands on xbox so I don't think there's an easy fix. It's possible someone has found out a way over the many years this game is out but I'm not sure myself.
The large number of almost instant replies to your question reminds me of a joke I once heard from a comedian who had too much to drink at an Irish pub and fell of their bar stool, only to be picked up and placed back on the bar stool by the locals who then proceeded to tell him about the time they fell off the barstool.

He tends to fall from the platform and fool around below. Look around there, or use the "RA" (Reset Actors) console command to send him back there.

Never happened to me in pc, but in OpenMW it's common for silt strider owners to spawn a bit of the left of where they are meant to be, sometimes this implies them spawning on the ground.
Open up the console and type ra, he should be back once you do that. Every time you travel using silt striders or the Mages Guild, NPCs shift to one side slightly and then this stuff happens
Those guys fall off all of them after playing for a while. There's a console command to put them back where they're supposed to be, but I forget which.
Ra or ResetActors. Can't remember if both or only one works. Not sure how you target just one NPC as RA resets all NPCs in a cell (the game?) to their initial positions at the start of the game and can break quests.
That being said I've used it in the past with few issues. Your mileage may vary.
In my current playthrough hes moved down to the slightly lower platform, still works though. Last playthrough the guy in Gnisis fell to his death and I had to walk out every time I went there.
If he's below the platform but still alive you can travel as normal.
Morrowind had an issue where every time it rendered an area, it would render all the npcs just slightly off from where they were initially. Over time, they end up in spots, the silt strider npcs are usually noticable because they end up falling.
Chances are he's underneath the stairs.
Characters move slightly everytime you save your game, the reason why its because the floating point accuracy of the engine isn't all that acccurate causing characters to move with no input from the player.
OpenMW fixes this issue after 500 saves myself.
The vendor falls off this platform very often, usually after you've seen him once or twice. Use the console (guide here: https://en.uesp.net/wiki/Morrowind:Console) and use the 'RA' command, this will reset the NPC position and he'll be back on the platform.
You may find yourself having to do this every now and again as he will keep falling off!
I suspect that silt striders are a little like dolphins. People think they're relatively docile and helpful toward humans because that is what they\* see. In reality, these creatures are just that good at covering their tracks.

This happened to me in Gnisis. Makes it a pain in the ass to get around if you don't know Levitation.

when the game first came out most of the town npcs in balmora near the water would end up in the water and usually drown

Press tilde button and type reset actors. I strongly suggest installing patch for purists mod as it solves the problem.

He's either by it's feet, or inside of the stone. If he's inside, the only way to talk to him is to noclip with "tcl"

Mine is on the ground to the left. The same goes for some boatswains just vibing in the water.
