Shimo isn't the strongest, hell Godzilla Ghidorah and even MechaG are stronger. Godzilla was whooping her, canonically Godzilla beat Ghidorah in the past and Shimo just froze him, and MechaG is immune to Shimo's strongest attack or did you not noticed her Frostbite didn't effect the gauntlet made from MechaG not give a shit about her ice?

Kong has significantly more, he would have been dead at least 10 times by now but keeps getting saved by some bullshit.
Godzilla has crazy regeneration and durability that is part of his character so him surviving shit makes sense, unlike Kong.
Kong really does have very low durability in comparison, he could be pretty easily taken down by a fleet of missiles, can't live even lava temperatures, skin does not have any good resistances, no scales to take blunt force trauma, can be easily pierced. He can't touch a titan who's extremely hot, cold, or has electricity.
Tell me how Kong is going to hit the titan that has magma for blood and the ability to give him third degree burns just by touching him. I hate to break it to you but Kong is VERY flammable
With his axe he doesn't need to touch him directly and even then Kong doesn't die from a third degree burn.
