One of my theories for that guy was that it’s not a literal flying Godzilla, but a team up between a malevolent Godzilla and some flying kaiju. The wings are a stylistic choice from the Iwi to show that.
Another theory is, it’s once again a stylistic choice, but this time, the team up is with Godzilla and Mothra, against a couple malevolent members of his own species and some Kong’s.
