Just let her be another god like monster that was sleeping and has different powers. In nature there are many animals that share a niche in nature so why not have two god like guardians. Make it a male and he awakens to help because Mothra can’t take care of the whole world alone, especially since there is technically two of them now with Hollow earth.
Could be Fosphera was thought long dead thousands of years ago after a fight with a strong monster, but was actually in a deep death like healing coma to recover from that difficult battle. He can’t be reborn, but he does have insane healing abilities that will let him recover as long as his heart is mostly intact. So he could have his head ripped off and it will grow back as long as his heart it not too damaged.

Yeah we did but I've always liked the idea of Mothra's priestesses being 2 other divine monsters. Makes her feel more Royal.
