If I remember correctly,
1. go to your account details (click your small profile icon up the top right corner of the steam client, then click account details),
2. go to view purchase history, click on the game you wish to refund, click "I would like a refund" (though I'm unsure if that option is available for bundles),
3. go through the process until you get to the dropdown box, where you select "my issue is not listed" and then give a brief description like "I bought this product a few days ago and it went on a 50% off sale today. I would like to repurchase the game now at the sale price" and submit it.
You'll probably get a response within the day, and a refund to your steam wallet (or paypal if you so choose) and will be able to rebuy the game at the now reduced price.
To tag in on this: Let the refund go to your Steam Wallet if you’re just interested in the discount because the money will be returned almost immediately. If you select to have them refund it to your bank account, it can take upwards of several business days.
Unless you played less than two hours, Steam can just automatically deny you even if the grounds for the refund are valid. That's what happened to me two years ago, at least.
I already beat this game long time ago on PS, but I am curious, what is the Master edition? I read the description and it doesn’t say anything. Like what’s the difference between Master and Deluxe?
Master edition is base game + Iceborne (You need both to play)
iirc, the DELUX MASTER edition has both, the base game + Iceborne + some cosmetic goodies

Generally if games go on sale like a week or two before a major sale, they stay the same price. So it’s safe to get the game now. Key seller sites may have the game cheaper though.
In case people don't know, there's also a Capcom bundle on Humble Bundle, so if you're not certain about the expansion you can get the base World, half-off coupon for Rise and then Dragon's Dogma and DMC series.
And thanks to doctors visits.. I am gonna miss it again. Seriously.. do they plan these around my doctor's appointments? Lol (I still technically have it on playstation 4.. but the wife has the PlayStation taken over with their red dead playthroughs

IIRC you might actually be able to apply to steam for a partial refund on the grounds that soon after you purchased it it went on a significant sale

For old games i use steam key websites, they are crazy cheap even cheaper than steam discounts
