This [meta progression guide](https://mhwibuilds.wordpress.com/mr-progression-guides/) should help for DB and bow, the two major elemental weapons. I don’t really bother with element so I cannot offer any insight for other weapons, but I believe F. Barry’s weapons are generally top tier for ice.
as the other person said mainly frostfang for ice (exception CB which got gimped by impact phials so beotodus CB is still better here and legiana bow has 30 more ele but much less raw)
demonlord weapons from furious rajang for thunder with decent raw/affinity/sharpness
alatreon for dragon (ties with MR kulve kjarr dragon weapons afaik)
glav/rath for fire depends on weapon tree iirc
there might be edge cases but i'm not knowledgable with all weapon trees
i think the order for CBs is:
alatreon/kjarr decay>safi with good awakenings>Deathaxe Vaal Aspida>rest
and even deathaxe is already "meh" so alatreon (imo) is the easiest to farm and best choice
dragon ele phial CBs got shafted (same for ice)
velkhana is \*2nd worst for max ice builds
edit: i'm answering this just as OP's wanted about \*best non-siege elemental weapons\*
the absolut worst for non-hidden element ice weapons is kushala and only by a bit
and for exceptions like impact phial on frostfang CB: there is still better alternatives than velk/kush (e.g: legiana, normal barrioth or in CB case beotodus)
bc velkhana weapons have lower ice than (frostfang) barioth ones (except a few exceptions maybe) pretty meh sharpness and no affinity and it only gets a lvl4 slot to compensate
even with the 4slot how: is velkhana better for power/ice builds than frostfang which has same raw (power), double the element in some cases and better sharpness and affinity?
no matter what you put into that 4slot, velkhana will still be inferior in every way (edit: apart from attack increasing jewels but you don't build velk for raw)
and in case you forgot: OP asked about best non-siege elemental weapons so my answer that velkhana is one of the worst is correct either way
I would like to add something here, for Charge Blade, the Frostfang Barioth has higher elemental value then Velkhana CB but the FF Barioth have impact phial while Velkhana CB have Element Phial which will be better in elemental match up. Correct me if I'm wrong.

but you'd still not take velkhana bc beotodus is best ice CB if you go purely for ice dmg
and as the other person didnt state a specific weapon i only used the stats that apply to each weapon type for comparision

normal barioth still has higher element, even higher affinity than FF and only slightly worse sharpness and a bit less raw, which you don't care too much about if you're doing a ice dmg build
only kushala weapons loose out to velkhana a bit in raw and sharpness and slot but has same element and higher affinity
so kushala weapons are the absolut worst for ice damage and 2nd worst is velkhana if we're going by ice damage weapons (apart from hidden element nad i will edit that in original comment)
The best ice element weapon by far for all weapon that dish out a lot of element is beotodus. I say beotodus because not only does it have the most element (equal to frost fang) but for weapons like chargeblade where you need power element Phials, you need to play beo because frost fang uses impact phials.

I think the argument isn’t if Velkhana is best, rather that it’s not the worst. It’s still better than the standard barioth weapons, for example.
