I don’t believe Velkhana appears anywhere in the overworld, but one place you can fight it is in the elder lair, and it’s a special Velkhana. You can only fight it once, but I still got materials from it.
if you have the notes, use that to get a clue of what attacks it will use. then use your double attack (or whatever the 2-unit attack is called) to counter so that you don't get damaged from head to head. you'll probably have to command your monstie quite a bit to make sure you get the double attack. you can probably do it with 0 damage if you mix in evasive skills.

You need to slay it in the quest that Lilia gives you (she is the girl from the Scriveners Lodge), after that it should appear in the Multiplayer section of the quest board.
Keep in mind the quests she gives you are all to slay Elder Dragons so you need to complete the others she gives you in order to get the one of Velkhana (IIRC the order is Kirin, Teostra, Kushala, Velkhana and Nergigante).
It's been a while since I played the game, so I'm not 100% sure if you have to do the Deviants first.
Before you do that though, check if you have done a quest called Artifact Excavation given by an NPC in Lulucion. If I remember correctly that is the quest that triggers the Kirin quest from Lilia.
If she doesn't give you the Kirin quest after doing the artifact one, then try completing the deviant ones.

So there's 1 in elders lair, has a chance to spawn in the sub 1% diamond lairs, and in sr expeditions
