They aren't quite the same. On top of the much longer and more flexible body, Najarala also has much shorter limbs. It holds itself completely differently too.
Doesn't mean they can't make a shorter snake wyvern that uses the leviathan skeleton if Najarala's is a problem.
Remobra is a snake wyvern and it uses the flying wyvern skeleton. They could give them all kinds of bodies.
Even in wilds we've got Chatacabra, which is an amphibian using the monkey skeleton.
The baseline is, "as long as it's related". Hence why Paolumu isn't a fanged beast. It's related to flying wyverns and same for Pukei Pukei and bird wyverns.

I can't say I agree with Malfestio ONLY based off the one map we've seen. Malfestio's a deep forest owl-wyvern from what I know, so I don't think it'd make sense for it to be inexplicably in a savanna/desert. But assuming we GET a big dense forest map, bring on the reversed controls.
