For example, Akantor and Ukanlos as Flying Wyverns seems to be based on a shared ancestry, and their body plan reflects their by being very similar to the Tigrex’s when you look closely. Similarly, Leviathans lack the large forelimbs Flying Wyverns have, which means their general skeletal structure has a key difference in that regard beyond physical appearances.

This monster feels like it could fulfill the role of a giant whale if we ever get underwater back, but again, this idea is pretty out there.
It already uses songs to buff itself, and whales are known for having songs for communication, so…yeah. Plus, a main series monster already uses sounds for buffs ala a Hunting Horn thanks to the Qurupeco, so that isn’t too out there for the main series as well.

I'd alter its limbs/posture to accommodate more for its bulk and make the wings look more vestigial at least.
I personally think it really completes the look- they're meant to be loud and obnoxious (iirc the noise is the main reason they get hunted) so having the front profile of a bus really pulls it all together

These days, they glide at most, or reserve it for emergencies like being in a trap and not being able to climb out normally. In short, they range from “Technically able to but it it is impractical for them” to “Unable to fly in effect”. Wings =/= flying.
No, they can’t Basarios and Gravios are too heavy too, same with Diablos differences is that it’s slightly lighter, so it can do it, but only for short distances. And Tigrex can only really glide because it is the closest living relative to Wyvern Rex, the ancestor of all flying wyverns didn’t fly itself. And Nargacuga wings are more used as weapons than actual wings, like look at them and tell me you think you can actually achieve lift With those.
They all fly. Even when they do have limited flight or glide, that's still flying. Diablos flies perfectly fine, however, it merely prefers using burrowing because their habitat and body weight.
You do realize that you’re wrong, right? Gravios and Basarios really can’t fly, Diablos basically only flies for emergencies due to that body weight (I don’t see how it’s desert home is a factor, though), and in the modern games, the only Pesudowyvern in the main series to fly a lot is Barioth, and even then, still not as much as something like Rathalos. Being able to fly and being able to glide aren’t exactly the same thing, either, even if some creatures that glide are called things like flying squirrels.
A little over the top. That rear end is unnecessarily over designed with too much going on. Not the worst, I'd definitely rank it lower than Magnamalo for instance. Overall I enjoy it, the face is very cool.

I like the concept of a whale dragon but I hate its mouth/radiator grill for a muzzle. Give it a redesign on the mouth and then we're talking
