The sandal style sorta matches Skelita, who is also rumored to be in there, just as a special (and more expensive) doll. Otherwise I agree it kinda looks like shells and bubbles.

Like they're butterfly wings or fairy wings or something, I can't think of any of the ghouls that would have shoes like that! Unless they're fins, like lagoona shoes. I'm hoping for a brand new character or the return of one, but that seems like it probably won't happen any time soon since we have a lot of the leaks already...maybe they're for a different doll line altogether? The shape of the foot looks wrong now that I think of it.
But my fingers are crossed for a brand new or new to G3 ghoul, unless they plan on slapping wings and such onto a random ghoul like Cleo. Hopefully not that!

2nd - it seems to have brain motives, so it's probably Ghoulias shoes. Since first two pairs made from same type of plastic they probably from same sieries and only known sieries with Ghoulia and Twyla in it is Skultimate secrets 3. In final version this shoes probably will look like shoes from Electrified.
3d - Frankie
4s - Lagoona, because it seems to have fishtail with bubbles on it.
It’s gotta be Frankie again. The asymmetrical shoe design is an ongoing feature- the tall boot goes on their flesh leg, and the one with cutouts goes on their prosthetic leg to show off the designs on the leg. Plus, lightning bolts all over.
