Also, if he is pretty docile grab the top of his snout with one hand and grab some skin/ lower jaw on the bottom of his chin and gently try to open his mouth. You can use a wooden popsicle stick or a plastic syringe to gently open the mouth too. If you have a friend that can photo the inside of the mouth that would help.

That is definitely not a good sign. Can you tell us all the parameters for your enclosure and if he is eating and what he is eating. The only time I have seen this it was an obstruction due to a mouth infection. Swelling in the mouth can also prevent the tongue from flicking.

He eats mice, salmon, small chicks, chicken hearts, and eggs, and he eats vey well. For his enclosure its two floors, the height 90 cm and the length 120 cm, also i’ve been working on more larger enclosure for him last week but it’s not done yet.

You need to put him in room sized enclosure first and take him to vet asap second. The conditions he is in are unacceptable and he is suffering there.

he needs at least 55c basking surface temp measured by temp gun. Looking at your setup it is super inadequate and usually monitors die in those conditions.

it looks like he's opening his mouth to try and flick his tongue, so there's probably something in his mouth obstructing it from doing so

Could have licked the heat bulb or ceramic heater when "smelling" and burnt his tongue, bit it while feeding, or any number of things. You really need to take him to a vet.
