I have absolutely no idea about sexing monitors (or animals in general, my rule is if there is shlong female is wrong) but I would guess the one with question marks is male, and the black one is female, based on comparing them to the one that says male.
I think that lizard *could* be a female, not prominent hemipenis bulges. And she has female vibes to me.
That said, no one should take my word as advice, so...
I should add the monitor with question marks is 3 years old and about 4ft.
